Here is a link to details on a small MSP430 board for quadrature scales. Eagle files are there (at the link) you can get the blank boards on OSH Park. I'm not selling anything and this is probably not worth doing if you don't need a very compact controller, as I did.
One other note is this board has only single-ended (not differential) inputs, but I had no problem connecting only one half of the differential signals (like RS485) from Renishaw encoders with no apparent noise or jitter, but I did have very short connections.
