I just received a set of Igaging EZ-View DROs. Can I use the Arduino code to interface? Or, do I need the TI MSP board?

Arduino will work, but the board is a lot more reliable (and plug-and-play). When using Arduino you will need to figure out if your scale works better better wit pull-up or pull-down resistors. If you use pull-up, you'll need to provide 3.3v to pull up to, not 5V. The board does that programmatically at startup.
