If you have eight pads per axis then it sounds like you have the quadrature board.  That won't work with Shahe-type scales.

Google quadrature encoding and you'll find that it consists of two signals ninety degrees out of phase.  That allows you to count in both directions of travel, but it's strictly incremental, and the controller board has to count the pulses.

"Smart" scales like the Shahe and iGaging do that internally and stream the total to the controller board so that it just has to package it in the right format and send it over the Bluetooth connection.  It doesn't have to keep track of the counts, just pass on what the scale is telling it, flagged as the appropriate axis.  The hard part for the controller board is that it has to identify the protocol, since there are several.

The board with 8 holes per axis is a quadrature board.
